The Adjudicator, true identity unknown, is a mysterious figure that seemingly leads the New Covenant. As the leader of this terrorist organization, the Adjudicator is purportedly responsible for many crimes and atrocities, including the murder of innocents, and the destruction of public goods.

His true identity, however, remains a mystery, for which reason nothing is known of his personal life. He has never been known to remove his mask or infamous garb in public.

It is theorized that he is a Borostím of Westerbos, considering the rebelliousness of the local símic population.
